Categories are part of the reflect-to-recall lifecycle, not a visual-only filter.

- Categories are free-form metadata carried by candidates and cards. There is no separate category registry command.
- Draft approval should keep the default path light: show the category in the draft approval page and expose override only when the inferred category is wrong.
Default Categories
These are starting points, not a closed taxonomy. New category names can appear on candidates or cards as needed. Project fit belongs in scope, not in category names.
